Here's why I think a draft is the best way to go. In a perfect world, I would just set all players still available on waivers. If that were the case, your waiver claims would be processed in exactly the same order as our draft. Unfortunately, I cannot set all free players on waivers once the league has started. The second point is that these players are on the waiver wire. When you pick someone up from there usually you assume their salary. This should be no different. If you don't like the salary, leave them alone. I feel pretty strongly about this. I am willing to make the players available, but it should follow the spirit it is intended to be. We bid on free agents whose contracts have expired, and we assume salaries of players we pick up. No reason to change that.
