Hi Guys,
I was hoping to use this section as a poll about how to deal with international free agents. I want to come up with a consistent approach to this matter. My thoughts are that guys that are just about MLB ready, such as Byung-Ho Park, Kenta Maeda, and Yoenis Cespedes in past years should be a part of our free agency bidding process. However, guys who sign at 16 - 18 years old should just fall under control of the major league organization they sign with. In my thoughts, I also believe guys even like Yoan Moncada who start in A ball should fall under control of who owns the Red Sox rights. Thoughts?

I vote A, however, a good way to clarify the rule and avoid a judgement call in borderline cases could be to word it as follows:
International players who are subject to the MLB international signing bonus pool guidelines are treated the same way as drafted players and are property of the team that owns the signing MLB team's rights
Players that are not subject to bonus pool guidelines go into our league's free agent pool

C. Players that are signed as international players are free agents.
I don't like the arbitrary nature of "major league ready" vs. not. Too much of a chance to disagree what major league ready means. And to go the opposite direction, international players automatically become the property of who owns the team, the advantage can go to teams that own the major market teams.
