Salary cap moved from 240M to 255M for 2023 season and will move to 270M for 2024 Season

Rule fixes for 2024:
1) If you submit a claim on someone else's player who has reached rookie limits, it cannot be retracted.
2) To help with when a player can be added when they are on no one else's MiLB and they have been called up for their MLB debut. The player cannot be added when news comes out that they are being called up. They must actually be in a game. The player can be added as soon as one of the following criteria has been met: a) They are the starting pitcher or in the starting lineup, and it is game time or later for their first game that they are in the lineup. b) They enter the game from the bench or bullpen and they can be added upon entering the game lineup.
